Files vs File Contents: What Does Copy Actually Store?

“I copied the image” can mean three different clipboard payloads:
- The file
C:\Work\hero.png(a path). - The pixels inside that file (a bitmap).
- The text
C:\Work\hero.png(characters).
Windows will hold all three kinds of data, but not as the same object, and not all of them join Win+V. Apps ask for the format they understand and ignore the rest. That is why Explorer paste works after a file copy and fails after a screenshot, and why Word may insert a picture after a screenshot and a file object after an Explorer copy.
The three payloads
Path list — “the file”
Source: File Explorer Ctrl+C on one or more items.
Format: CF_HDROP (and often extra Shell formats such as CFSTR_FILENAME, CFSTR_SHELLIDLIST, CFSTR_PREFERREDDROPEFFECT). Microsoft Learn: a double-null-terminated list of fully qualified paths. Bytes stay on disk.
Paste into Explorer: copy or move the files. Paste into Notepad: usually nothing useful. Win+V: no card. Files are not a history type.

Pixels — “the picture”
Source: Snipping Tool / Win+Shift+S, Print Screen, Photos or Paint Copy, some “Copy image” commands in browsers.
Formats: CF_DIB / CF_DIBV5 / CF_BITMAP, sometimes PNG. Microsoft Learn prefers DIB on the clipboard so colors are not tied to a changing palette.
Paste into Paint, Word, many chat compose boxes: an embedded image. Paste into Explorer: not a new snip.png unless the app writes a file. Win+V: yes, if history is on and the item is ≤ 4 MB. History stores bitmap. Larger snips can still be the live clipboard item.

Characters — “the path as text”
Source: Copy as path, address-bar copy, or selecting the path in a properties dialog.
Format: CF_UNICODETEXT (and CF_TEXT).
Paste into Notepad: quoted path string. Paste into Explorer: does not duplicate the file. Win+V: yes — it is text.

Bonus: document contents
Opening a .docx in Word and copying a paragraph is text/HTML/RTF, not the file. Copying the .docx in Explorer is the path. These are unrelated operations that share a verb.
What history will keep
History is off until enabled. Official: text, HTML, bitmap, 25 items, 4 MB, unpinned clear on restart, pins persist, optional text sync.

Windows Clipboard History Does Not Store Files.
Why two apps paste different things from one copy
A window can place multiple formats on one clipboard transaction. Microsoft Learn: put the richest format first. The paste target takes the first format it recognizes.
A browser “Copy image” might offer HTML (an <img src="https://...">), a DIB, and a file drop of a temp download. Word might take the DIB. Explorer might take HDROP if it is present. A chat app might take HTML and produce a link instead of pixels.
There is no bug in “the clipboard.” The apps disagreed.

How to choose the payload on purpose
Want a duplicate file in another folder? Select in Explorer → Ctrl+C → Explorer Ctrl+V. Do not open the file first.
Want pixels inside a document? Open the file (or snip the screen) → copy → paste into Word / Slack / Figma. Or Insert > Pictures and pick the file, which bypasses the clipboard.
Want Photoshop to open pixels. Prefer File > Open or Place. A path-list paste may open or place the file; a DIB paste may create a new document from pixels. The Photoshop-specific article later in this cluster covers that split.

Want the path for a terminal. Copy as path, not Explorer copy of the file.
Cut is still a path list
Ctrl+X in Explorer does not put file bytes on the clipboard. It puts the same HDROP list plus a preferred-drop-effect of move. Paste completes the move. History still ignores it.
Cloud sync is text-only
Automatically sync text that I copy will not send hero.png to the other PC. It might send the path string if that is what was copied — which is useless on a machine that does not have C:\Work. Does Windows Clipboard Sync Upload What You Copy?.

A path list is not a PNG. A PNG is not a path list. Naming the payload fixes most “paste failed” tickets.
Browser “Copy image” versus “Save image as”
Copy image optimizes for pasting into a document. The clipboard often holds HTML plus a bitmap. The file on the website is not necessarily what lands on disk.
Save image as writes a file with a name. Explorer copy of that file is HDROP. That is the path to use when the next stop is a folder, a zip, or a layout tool that prefers files.
Drag the image from the page sometimes creates a file drop, sometimes a URL shortcut (.url), sometimes only a bitmap. If Explorer creates an internet shortcut instead of a PNG, the drag was HTML/URL, not HDROP of a downloaded file. Use Save as.
PDFs and “I copied the document”
Copying a PDF in Explorer is the file. Copying text inside Adobe Reader or Edge’s PDF viewer is text, often with broken line breaks. Copying a page as an image (some readers offer that) is a bitmap. Three destinations will disagree: Explorer wants the first, a notes app wants the second, a slide deck may want the third.

Optional shelf
If the workflow needs both — keep the file and drag pixels — a local tool that stores the HDROP and can materialize a bitmap as a file is the extra piece. Edge-Drop is one. Explorer remains the right tool for a one-time copy of files that are still in a folder.
