Does Windows Clipboard Sync Upload What You Copy?
The short answer is only if sync is turned on. Clipboard history and clipboard sync are different features on the same Settings page. Enabling the first does not upload anything. Enabling the second, then choosing Automatically sync text that I copy, uploads text tied to the Microsoft or work account.
Fear threads collapse those two switches. This page separates them, quotes Microsoft’s labels, and gives a verification test that does not require trusting a screenshot from social media.
Two features, one Settings page

Microsoft Support (Windows 11 tab): the sync feature is tied to the Microsoft account or work account. Use the same sign-in on each device. The learning-center article uses the same labels: turn on Clipboard history across your devices, then select Automatically sync text that I copy.
The automatic option’s wording is the constraint: text that I copy. Local history still accepts text, HTML, and bitmap, with a 4 MB cap and 25 items. Sync is not documented as a full bitmap-and-file pipe.
What stays local even when history is on
With Clipboard history On and both sync controls Off:
- Recent text, HTML, and bitmaps under 4 MB can appear in Win+V.
- Unpinned items remain on this PC until they age out, are deleted, or the PC restarts.
- Pinned items remain on this PC until deleted.
- Explorer file copies are not a history type at all.
- Nothing in that list is a Microsoft cloud clipboard item.

What gets uploaded when automatic text sync is on
Microsoft’s troubleshooting note: Automatically sync text that I copy means copied items sync automatically to other devices. The Manually sync note: open Win+V and select the sync button on the item; “the text would be uploaded to the cloud and synced to other devices.”
Practical reading:

If a fact is uncertain on a given build — for example whether a particular HTML fragment roams — treat it as text-capable and do not copy secrets. Do not invent a “Microsoft never uploads HTML” rule that Support did not write.
Copied passwords are text. Automatic sync will treat them like any other string. Passwords in Clipboard History: How They Get There.
How to verify the toggle (five minutes)
- On PC A, open Settings > System > Clipboard.
- Note the state of Clipboard history across your devices. If it is Off, stop. Nothing in the next steps should appear on PC B via this feature.
- Copy a unique string,
clip-probe-A1. - On PC B, signed into the same account, press Win+V. The string should not appear if sync is off.
- If testing auto sync, turn the devices toggle On, select Automatically sync text that I copy, copy
clip-probe-A2on PC A, wait, then check Win+V on PC B. - Copy a small screenshot on PC A. Check whether it appears on PC B. Expect no if Microsoft’s text-focused label is accurate on that pair of devices.

Work accounts can lock the switch. That is policy (AllowCrossDeviceClipboard), not a hidden upload. Enterprise Controls for Windows Clipboard History.
What this feature is not
- Not Phone Link. Linking a phone is a different permission. Phone Link Clipboard Access: Privacy Checklist.
- Not SwiftKey/Gboard cloud clipboards. Those are keyboard products. SwiftKey / Gboard Cloud Clipboard on Windows.
- Not Windows Recall. Recall (Copilot+ PCs) stores screen snapshots locally when the user opts in. Turning clipboard sync off does not disable Recall. Windows Recall vs the Clipboard.
- Not a third-party manager. Ditto and CopyQ do not become Microsoft sync. CopyQ documents that it does not send data over the network. Audit any extra app separately.
Apps can still mark copies as “do not sync”
Microsoft Learn (clipboard formats) documents registered formats that apps can set:
- ExcludeClipboardContentFromMonitorProcessing — keep the item out of history and out of sync.
- CanIncludeInClipboardHistory = 0 — skip history; does not by itself describe cloud sync.
- CanUploadToCloudClipboard = 0 — skip sync; does not by itself skip local history.
Password managers that set these formats are doing the right thing. Not every copy path sets them. A manual copy from a visible password field is ordinary text.
Shared accounts
If two people share one Microsoft account, automatic text sync is a shared clipboard. A copied bank password on the kitchen PC can show on the living-room laptop. That is not a breach of Microsoft’s design; it is the design. Use separate accounts, or keep sync off. Shared Microsoft Accounts and Clipboard Sync Leaks.
Windows 10 wording
On Windows 10 the Settings label was Sync across devices. The same account rule applied. Mainstream support ended October 14, 2025. Remaining Windows 10 PCs can still have the toggle on. Check it during any privacy cleanup.
Frequently mixed questions
Does enabling history upload copies? No. History is local until the devices toggle and an automatic or manual text-sync choice say otherwise.
Does Clear clipboard data remove cloud items? Microsoft documents Clear as removing unpinned items on the device and the cloud. Pins remain. Delete pins separately.
Does a work account sync to a personal PC? Only if the same account is signed in and policy allows sync. Mixing a personal Microsoft account and an Entra account on one PC is a good way to confuse which toggle applies. Check Settings while looking at the account shown at the top of the Settings app.
Do screenshots roam? Automatic sync is labeled for text. Do not use this feature as a screenshot pipe. Save files or use OneDrive if images must move.
Does Phone Link use this toggle? Not as the same control. Review Phone Link permissions separately even when this page is Off.
Does Clear on PC A delete PC B immediately? Microsoft documents Clear as affecting device and cloud unpinned items. Still verify Win+V on PC B after a minute. Networks fail; do not assume.
Clock skew and offline PCs delay sync. A failed test is not proof of a secret upload path.
History On plus sync Off is the usual safe default after the test.
Do not use third-party “clipboard upload testers.” Copy a unique probe and look at the second PC. Official Settings labels are enough.
