Windows Recall vs Clipboard: What Stores What? — Edge Drop Guide

Windows Recall and the clipboard both “remember something from the screen.” That is the entire similarity. Recall (Copilot+ PCs) takes snapshots of the display on a timeline. The clipboard stores what was copied. Turning off Win+V does not pause Recall. Pausing Recall does not empty the live clipboard.

Treat them as two logs. Audit both.

A third confusion is Snipping Tool. A snip is a deliberate capture that usually lands on the live clipboard and, if history is on and the bitmap is under 4 MB, may appear in Win+V. Recall is periodic and automatic once the user has opted in. They are not the same button.

What the clipboard stores

Microsoft Support, Windows 11 tab:

  • History is off until enabled (Win+V or Settings > System > Clipboard).
  • 25 items, 4 MB, text/HTML/bitmap.
  • Unpinned items clear on restart; pins remain.
  • Clipboard history across your devices plus Automatically sync text that I copy can upload text for the same Microsoft or work account.

The live clipboard always exists. History is optional. Files copied in Explorer are not a Win+V type.

What Recall stores

Microsoft’s support article “Privacy and control over your Recall experience,” the consumer “Retrace your steps with Recall” article, and the Windows Learn Manage Recall for Windows clients page agree on the shape:

  • Recall is for Copilot+ PCs (NPU, RAM, storage, Secured-core style requirements are listed on Learn).
  • General availability on Copilot+ PCs was announced for April 25, 2025.
  • The user opts in via Settings > Privacy & security (Recall & snapshots). It is not clipboard history.
  • Windows saves snapshots of the screen on a timeline so the user can search “what I saw.”
  • Processing is local; snapshots stay on the device; cloud is not required to save and analyze snapshots.
  • Snapshots and associated vector data are encrypted; viewing is gated by Windows Hello. Microsoft documents just-in-time decryption protected by Windows Hello Enhanced Sign-in Security, with keys tied to TPM and a VBS enclave.
  • Device Encryption or BitLocker is required / enabled by default on the hardware class that ships Recall.
  • Users can exclude apps and sites, pause, delete, and — on the consumer and Inside Track descriptions — set retention (examples: 30 / 60 / 90 / 180 days).
  • IT has separate enterprise controls. Data is not shared across Windows user accounts on the same device.

That is a screenshot journal, not a 25-item paste list.

Recall can therefore contain a password that was never copied — it was merely visible. The clipboard can contain a password that was never fully visible as a snapshot if it was copied from a vault and pasted quickly — or both can contain it.

Microsoft also documents Sensitive information filtering on by default: on-device classification (Microsoft Classification Engine on the NPU) can skip saving a snapshot when potentially sensitive information is detected. That filter is not a clipboard exclusion format. It does not delete a Win+V card.

Turning one off

Clipboard only

Settings > System > Clipboard: history Off and/or devices sync Off. How to Turn Clipboard History Off Completely.

Recall only

Use Settings > Privacy & security > Recall & snapshots: turn off saving snapshots, pause, delete snapshots, or exclude apps and sites. Microsoft’s support article is the path of record. IT may have already removed the feature.

Do both on a shared or regulated Copilot+ PC if neither log is needed.

Microsoft documents that InPrivate / private browsing snapshots are not saved in supported browsers (Edge, Firefox, Opera, Chrome for site and private filtering; other Chromium 124+ for private activity only). Official Recall policy names (do not reuse clipboard GPOs)

Learn’s Manage Recall article is the source for commercial devices. Default: Recall is disabled and removed on managed devices. IT cannot turn snapshot saving on for the user. The user still opts in.

CSPs live under WindowsAI (for example AllowRecallEnablement and DisableAIDataAnalysis). Those names are not AllowClipboardHistory. Do not paste clipboard registry values into a Recall baseline.

Enterprise Controls for Windows Clipboard History covers only the clipboard CSPs.

Suggested actions and other cousins

Windows 11 Suggested actions can react to copied text. That is a third, smaller reader. It is not Recall. Suggested Actions on Copied Text: Keep or Kill?.

Phone Link, SwiftKey cloud clipboard, and third-party managers are fourth, fifth, and sixth. A privacy pass that only flips Win+V is incomplete.

Work laptops

A Copilot+ work device can have Recall disabled by policy and clipboard history allowed, or the reverse. Should You Disable Clipboard History on a Work Laptop? is still the clipboard question even when Recall is off.

Learn notes there are no built-in Conditional Access policies dedicated to Recall. BYOD Copilot+ PCs can have Recall available by default with user opt-in. That is a procurement and acceptable-use issue, not a Win+V setting.

Remote desktop: Microsoft lists several clients whose sessions are filtered from snapshots (including Remote Desktop Connection mstsc.exe and Azure Virtual Desktop MSI). Other clients need their own screen-capture protection. Clipboard redirection on RDP is a separate “share clipboard” checkbox.

Third-party shelves

Edge-Drop and Ditto do not implement Recall. They also do not disable it. A local shelf plus Recall plus Win+V is three ways to revisit the same client email. Pick the logs the job needs.

Windows 10 has no Recall. It had clipboard history. Support ended October 14, 2025. “I turned off Recall” is not a sentence that applies to those PCs.

A privacy pass that covers both

On a Copilot+ PC:

  1. Settings > System > Clipboard: decide history; set devices sync Off.
  2. Settings > Privacy & security > Recall & snapshots: confirm opt-in state; pause or exclude banking and vault apps if Recall is on.
  3. Confirm Sensitive information filtering is on unless a written exception exists.
  4. Clear Win+V if a sensitive session just ended.
  5. Delete Recall snapshots for that window if the product UI offers it (Microsoft documents delete and retention controls).
  6. Check Phone Link and third-party managers.

Doing only step 1 leaves a timeline of the same window. Doing only step 2 leaves a 25-item paste list.

Vault windows should be on the Recall exclude list and on the clipboard-manager ignore list. They solve different leaks: visible pixels versus copied text.

What each is good for

Recall helps “which slide had that chart last Thursday.” The clipboard helps “paste the three IDs I copied this hour.” Using Recall as a clipboard is a category error: it is heavier, hardware-gated, and stores more than copies. Using Win+V as a screenshot archive fails the 4 MB and 25-item rules.

Click to Do on a Recall snapshot can copy text out of an old screen. That copy then becomes ordinary clipboard data. The two logs can feed each other.

Banking apps and password managers belong on Recall’s exclude list if snapshots stay on. A vault window that was never copied can still appear in a snapshot. Clipboard sync Off does not exclude an app from Recall. Configure both.

If the PC is not Copilot+, skip Recall and harden Win+V only.
