Windows Suggested Actions on Copy: Turn Them Off or Keep Them?

Copy a phone number on Windows 11 and a small bar may offer to call it. Copy a date and it may offer to create a calendar event. That bar is Suggested actions. It is not clipboard history. It does not store the 25-item list. It reads the last copy and proposes an app.
Microsoft’s Support article, “Use suggested actions on your PC,” is the official description. This page restates that behavior, shows the off switch, and gives a keep-or-kill recommendation that does not depend on liking the animation.
What Microsoft says it does
When the feature is on, suggested actions can appear after you copy:
- A phone number — offer to call with an installed calling app (Microsoft mentions Teams or Skype as examples).
- A future date or time — offer to create an event in an installed calendar app.
Microsoft also states:
- Suggested actions are curated based on the calling and calendar apps installed on the PC.
- The feature is currently only available in North America (wording on the Support article). If the toggle or the popup is missing elsewhere, that can be regional availability, not a broken install.
- Keyboard: Alt+A focuses the first item in the Suggested actions menu, then Tab / Shift+Tab move through options.
It does not claim to fire on every copy. A copied paragraph, password, or file should not open a call bar. If a random string triggers it, the detector thought the text looked like a number or date.
It is not Win+V

Turning Suggested actions off does not turn history off. Turning history off does not remove Suggested actions. They share a Settings page because both read the clipboard. How to enable history, separately: How to Enable Clipboard History in Windows 11.

How to turn it off (or back on)
Microsoft’s path:
- Start > Settings > System > Clipboard.
- Set Suggested actions to Off or On.
From the popup itself, when it is visible:
- Open the Suggested actions menu.
- Select Settings (or the down arrow, then Settings, if the gear is hidden).
The change applies without a restart. Copy a number again to confirm the bar is gone.
On a work or school PC the toggle can be missing or locked. That is policy, including older “smart clipboard” style administrative templates some tenants still use. Ask IT. Do not hunt for unofficial registry keys as an official fix.
What it reads — and what that implies
The feature has to look at clipboard text to decide that a copy is a phone number or a date. Microsoft does not document a cloud upload for Suggested actions in that Support article. Device sync is a *different* pair of toggles on the same page (Clipboard history across your devices and Automatically sync text that I copy).
Still, any feature that inspects copies is a reason to be careful with secrets:
- A one-time code that looks like a phone number can surface a popup on a shared screen.
- A copied meeting line that includes a date can offer Calendar while someone is screen-sharing.
Suggested actions is a local convenience UI. It is not a reason to enable cloud sync. Leave sync off unless cross-device paste is required. Automatically Sync Text I Copy: Should You Turn It On?.
Keep it if these are true
- The PC is in a region where the feature actually appears.
- Teams, Phone Link, or another calling app is installed and used.
- Calendar events are regularly created from email text.
- The popup is rare enough that it does not steal focus during paste-heavy work.
Then leave Suggested actions On. Use Alt+A if the mouse is the wrong tool for the bar.
Kill it if these are true
- The bar covers the paste target or steals a keystroke.
- The machine is used for data entry, support, or QA, where numbers are copied constantly and should never trigger a call UI.
- The PC is shared and a phone number on-screen is already a privacy problem.
- Clipboard paste has become flaky and a Microsoft Q&A thread suggested toggling this feature as a workaround. (That is anecdotal, not a Support procedure. Turning it off is still safe.)
Then set Suggested actions to Off. History, pins, and Ctrl+V keep working.

Related popups people mix up
Click to Do (on some Copilot+ PCs) identifies text and images *on screen* and offers actions, including Copy. That is a screen-intelligence feature, not the clipboard Suggested actions bar. Microsoft documents it separately.
Phone Link / Cross-device copy can replace clipboard content between a phone and a PC. That is another pipeline. Microsoft’s Phone Link article describes copy replacing the clipboard on both devices. It is not Suggested actions.
Office paste options (the small clipboard icon after a Word paste) are inside Office. They do not live in Settings > System > Clipboard.
If the annoyance is “something pops up when I copy,” identify which of these it is before flipping random switches.
Teaching someone else
Add one sentence to the five-minute Win+V lesson, only if they saw the bar:
If a call or calendar strip appears after you copy a number, that is Suggested actions. Settings > System > Clipboard. It is not the history list.

Optional next step
Suggested actions will never become a clipboard manager. If the real need is a longer local history, files, or drag-out, that is a different product decision. Edge Drop is optional for a hover shelf. It has nothing to do with the call popup. Turn Suggested actions off first if the popup is the only complaint.
