Windows Clipboard Settings Explained, Line by Line

Settings > System > Clipboard is a short page with a wide blast radius. One toggle records a local 25-item list. Another can upload text to other devices on the same Microsoft or work account. They are easy to treat as one switch. They are not.
This teardown follows the labels Microsoft uses in 2026 consumer documentation. Builds vary slightly. If a line is missing, the PC is older, newer, or managed — do not invent a registry replacement.
Open the page: Start > Settings > System > Clipboard, or press Windows logo key + I, then search for clipboard.
Clipboard history
What it does. Turns the Win+V list on or off. Microsoft’s shortcut article: history is not on by default. First enablement can also happen in the Win+V prompt (Turn on).
What it does not do. It does not change Ctrl+C / Ctrl+V. It does not store Explorer files as cards. It does not raise the 25-item or 4 MB caps. It does not, by itself, sync anything.
Recommended default. On for a personal PC that pastes several snippets per session. Off on a shared kiosk. Enablement: enable clipboard history in Windows 11. Disable: How to Turn Clipboard History Off Completely.
Clear clipboard data
What it does. Microsoft Support: quickly clears everything except pinned items on the device and the cloud. The button is Clear.
What it does not do. It does not delete pins. It does not always empty the live Ctrl+V slot until something else is copied. It does not clear the Office Clipboard pane.
Use it after a sensitive session or before handing a laptop over. Then copy a placeholder. Full procedure: How to Clear Clipboard History on Windows 11.
Win+V > Clear all is the in-panel equivalent for local unpinned cards. Prefer Settings Clear when sync has been used.
Clipboard history across your devices
What it does. Enables the *capability* to share clipboard history with other Windows devices signed into the same Microsoft account or work account. Microsoft Support and the learning-center article both stress the account requirement.
What it does not do. It does not sync files. It is not documented as a bitmap cloud archive. It does not work across two different personal accounts.
Recommended default. Off unless there is a standing need to paste text from a desktop to a laptop (or similar) on the same account.
On Windows 10’s Support tab the older label is Sync across devices. Same idea, older wording. Windows 10 mainstream support ended October 14, 2025.
Automatically sync text that I copy
What it does. Once cross-device history is on, this option uploads copied text so other devices can receive it without a manual share each time. Microsoft’s learning-center steps are: turn on Clipboard history across your devices, then select Automatically sync text that I copy.
What it does not do. It is not a full disk sync. Passwords and one-time codes that were copied as text are in scope if this is on. That is the privacy cost.
Microsoft Support also documents Manually sync text that I copy: open Win+V and use the sync control on an item so only that text is uploaded. If the build still shows the manual option, it is the narrower choice.
Recommended default. Off on shared, travel, and work-mixed PCs. On only when both devices are trusted and the habit is “never copy secrets.”
Suggested actions
What it does. When Windows thinks a copy is a phone number, date, or similar, it can offer actions. Microsoft documents the toggle at Settings > System > Clipboard > Suggested actions. The shortcut list also maps Alt+A to focus the Suggested actions menu.
What it does not do. It is not history. Turning it off does not turn Win+V off. Turning history off does not always hide this toggle.
Some Windows 11 builds removed or relocated the feature. If the line is absent, there is nothing to disable on that PC. Do not install unofficial “restore suggested actions” registry packs as official.
Recommended default. Off if the pop-up is noise. On if call-or-calendar chips are useful.
What this page does not contain
- A preview of the live clipboard. Use the Notepad / Paint / Explorer tests in How to See What Is Currently on Your Clipboard.
- A slider for “how many items” or “how many megabytes.” Those values are fixed in Microsoft’s article (25 and 4 MB).
- A “keep unpinned items after reboot” switch. Unpinned history clears on restart.
- Print Screen behavior. That lives under Settings > Accessibility > Keyboard (Use the Print Screen button to open screen snipping).
- Phone Link clipboard. That is configured in the Phone Link app, not on this page.
Labels that move between builds
Microsoft has renamed the sync block at least once (Windows 10 Sync across devices versus Windows 11 Clipboard history across your devices). Suggested actions has appeared, disappeared, or moved on some 24H2-era PCs. When writing internal IT docs, quote the current label on the machine, not a screenshot from 2022.
If a training guide says “turn off Smart Clipboard” or “Cloud Clipboard,” that is unofficial wording. Point people at System > Clipboard and the two official phrases: Clipboard history and Clipboard history across your devices.
Phone Link’s Cross-device copy and paste is a third product. It will not show up as a line on this Settings page. Configure it inside Phone Link if phone-to-PC paste is the actual request.
Policy and grayed-out controls
On a work or school PC, any of these lines can be missing or locked. Microsoft’s learning-center troubleshooting section says to contact IT when history or sync is unavailable. There is no supported consumer bypass.
A sane personal configuration

History without sync is still local. Sync without thinking is how an OTP copied at a café appears on a desktop at home.
Opening history without memorizing the page
The Settings page turns features on. It does not replace Win+V. If the shortcut is forgotten or remapped, use How to Open Clipboard History Without Remembering Win+V.
Optional managers do not belong on this Settings page. They are separate apps. Edge-Drop is one local shelf if the built-in 25-item, no-files list is the constraint — not if the goal is only to turn sync off.
