Clipboard History Across Devices: What Microsoft Syncs
Settings > System > Clipboard has a switch labeled Clipboard history across your devices. Under it sits Automatically sync text that I copy. Those labels are more precise than most commentary. Sync is optional, tied to an account, and aimed at text.
This page restates Microsoft’s rules, lists what does not leave the PC, and separates this feature from Phone Link and from local Win+V.
Official setup
Microsoft Support (Windows 11 tab) and the learning-center article agree on the path:
- Sign in on each PC with the same Microsoft account or work account. The Support note: the sync feature is tied to that account.
- Start > Settings > System > Clipboard.
- Set Clipboard history to On. Sync is not useful if there is no history to show the received item in.
- Set Clipboard history across your devices to On.
- Choose Automatically sync text that I copy if every new text copy should upload.
Microsoft also documents a manual option: Manually sync text that I copy. Then open Win+V and use the sync control on a specific item. Only that text is uploaded.
The learning-center footnote: the feature is available if the Microsoft account is syncing with Windows.
Work or school accounts can have this locked off. Contact IT. There is no supported bypass. School and Work PCs: When Win+V Is Disabled.
What “text” means here
Microsoft’s automatic option is explicit: text that I copy. The history feature as a whole stores text, HTML, and bitmap locally, with a 4 MB cap and 25 items. Sync is narrower in the Settings copy Microsoft published.
Practical reading:

If a screenshot taken on a laptop is expected on a desktop, use OneDrive, email, or a USB path — not this toggle. Why Your Huge Screenshot Never Appears in Win+V. Win+V does not keep Explorer files.
What never leaves the PC (when sync is off — and even when it is on)
When both sync switches are Off: nothing is uploaded for this feature. Local history still records text/HTML/bitmap if history is On. That list still wipes unpinned items at restart. Clipboard History Cleared After Restart? That Is Normal.
When sync is On: files still do not become history. Large bitmaps still fail the 4 MB local rule. The live clipboard on PC A is not a clone of PC B’s Explorer cut.
Passwords are text. If automatic sync is on and a password is copied, that string is in the pipeline Microsoft described. There is no “skip secrets” checkbox on the Settings page.
Account and device rules
- Same account on each device. A personal Microsoft account on the laptop and a work account on the desktop will not share this clipboard.
- Windows 10 used the label Sync across devices. The idea is the same. Windows 10 mainstream support ended October 14, 2025.
- A phone is not “a device” for this Settings pair unless some other Microsoft feature (Phone Link cross-device copy) is also in play. That is a different article and a different switch.
Phone Link’s own Support text says a copy on one side can replace clipboard content on the other. Do not confuse it with Clipboard history across your devices.
Local limits still apply on each PC
Sync does not raise 25 to 250. It does not cancel the restart wipe of *local* unpinned items. It does not pin anything for you.

Troubleshooting “it isn’t syncing”
Microsoft’s own checklist:
- Confirm Clipboard history across your devices is On.
- Confirm Automatically sync text that I copy, *or* manually sync the item in Win+V.
- Confirm the same account is signed in and that the account syncs with Windows.
- Copy text, not a file or a huge bitmap.
- Wait a moment, then Win+V on the other PC. Ctrl+V pastes only that PC’s last *local* item if the received clip is older in the list.
If IT disabled the feature, the toggle is missing or gray. Stop.
Clearing history (Clear clipboard data) is documented as clearing unpinned items on the device and the cloud. Use it after a secret was copied with sync on.

A short default: Off on shared PCs, travel laptops, and any machine that copies logins. On only for two personal PCs that must pass harmless text (a URL, a sentence) and where both screens are trusted.

Optional next step
Cross-device text is a Microsoft account feature. It will not become a file shelf. If the need is local staging of files and images on *one* PC, a hover shelf such as Edge Drop is optional and should stay local. Do not treat a manager’s cloud mode as a drop-in for this Settings page without reading that vendor’s privacy terms.
