Windows Clipboard Terms Explained: A Plain-English Glossary

Most Windows clipboard terms describe one of three things: the single item you most recently copied (the clipboard), the optional list of recent copies (clipboard history, opened with Win+V), or the formats stored inside a copy (text, HTML, images or a list of files). The definitions below use the names Windows shows in Settings > System > Clipboard and Microsoft's documentation.
The basics
Clipboard
The temporary holding place that Ctrl+C (copy), Ctrl+X (cut) and Ctrl+V (paste) use. It holds one copy at a time; the next copy replaces it. Sometimes called the "live" clipboard to distinguish it from clipboard history.
Copy, cut and paste
Copy puts the selection on the clipboard and leaves the original. Cut does the same and removes the original: text disappears straight away, while cut files in File Explorer stay put until you paste them somewhere else.
Paste as plain text
Pasting only the characters, without fonts, colours or links. Microsoft lists Ctrl+Shift+V for this, but only apps that support it respond. Word also offers Keep Text Only in its Paste Options.
Clipboard manager
A separate app that keeps a longer, searchable history of what you copy, often with extras such as saving files or keeping items after a restart. Windows' built-in clipboard history is a basic one.
Office Clipboard
A separate list inside Microsoft 365 apps such as Word and Excel, opened from the Clipboard group on the Home tab. It holds up to 24 items. It is not the same list as Win+V.

Clipboard history
An optional Windows feature that keeps a list of recent copies so you can paste older ones. It's off until you turn it on. Microsoft documents its limits: up to 25 entries, up to 4 MB per item, and only text, HTML and images (bitmaps). Unpinned items are cleared when the PC restarts. Win+V
The shortcut that opens clipboard history. If history is off, it offers a Turn on button. On Windows 11 it opens the same panel as the emoji picker, on the clipboard tab.
Pin
Marking a history item so it isn't removed when newer items push older ones out, or when the PC restarts. It stays until you unpin or delete it. How to pin items in Windows clipboard history has the steps.
Clear all and Clear clipboard data
Two ways to empty clipboard history. Clear all is at the top of the Win+V panel. Clear clipboard data is in Settings > System > Clipboard and, according to Microsoft, clears everything except pinned items, both on the device and in the cloud. Clipboard history across your devices
The Windows 11 setting that shares copied text between PCs signed in with the same Microsoft account or work account. You then choose Automatically sync text that I copy or Manually sync text that I copy. Windows 10 called the setting Sync across devices. What Microsoft syncs explains what is sent.
Formats
Clipboard format
One version of the copied data. A single copy can include several formats at once, such as plain text plus HTML, and the app you paste into picks the one it understands best. That is why the same copy can paste with formatting in Word and without it in Notepad. Rich text vs plain text on the Windows clipboard explains this in detail.
Plain text (CF_UNICODETEXT)
Characters only, with line breaks but no fonts, colours or links. CF_UNICODETEXT is its Windows name; CF_TEXT is an older version.
HTML (HTML Format)
Text with markup such as bold, links and tables. Browsers and Office apps usually add it to text copies. Its registered name on the clipboard is "HTML Format".
RTF
Rich Text Format, another formatted-text format used by Word and similar editors. Apps register it themselves rather than it being built into Windows.
Bitmap
An image made of pixels, such as a screenshot or a picture copied from a browser. Windows' standard image formats include CF_DIB and CF_BITMAP.
File list (CF_HDROP)
What File Explorer puts on the clipboard when you copy files or folders: a list of their locations, not the files' contents. That's why pasting works in Explorer but the files don't appear as items in clipboard history. Windows clipboard history does not store files explains the consequences.
History exclusion formats
Markers an app can add to a copy to keep it out of clipboard history or cloud sync. Microsoft documents three: ExcludeClipboardContentFromMonitorProcessing, CanIncludeInClipboardHistory and CanUploadToCloudClipboard. Password managers commonly use them, so their copies may never appear in Win+V.
Related features
Emoji panel
The panel opened with Windows logo key + period (.) for emoji, GIFs, kaomoji and symbols. On Windows 11 it's the same panel as clipboard history, opened on a different tab.
Suggested actions
A Windows 11 pop-up that offered to call a copied phone number or add a copied date to a calendar. Microsoft deprecated it in December 2024 and says it will be removed in a future update, so it may already be missing on your PC. How to turn off Suggested actions covers what's left of it.
Click to Do
A feature on Copilot+ PCs that acts on text and images currently on the screen, opened with Windows logo key + click or Windows logo key + Q. It works from what you see, not from the clipboard.
Policy-managed clipboard
On work and school PCs, IT can turn off clipboard history or sync, which leaves the switches greyed out in Settings. Clipboard history greyed out by your organisation explains what you can do.
