Copy and Paste Completely Dead on Windows 11
When Ctrl+C and Ctrl+V do nothing — no copy, no paste, no error, no clipboard activity at all — the cause is one of a small number of system-level failures. The clipboard is locked, rdpclip is stuck, explorer.exe is frozen, the Clipboard User Service has crashed, a security product is intercepting, or malware has hooked the clipboard. This guide walks through the worst-case outage tree, in order of likelihood, with the goal of restoring basic copy-paste as fast as possible.

Step 1: Confirm the outage is real
Before diagnosing, confirm that copy-paste is actually dead across all apps. Open Notepad, type "test," select it, press Ctrl+C. Click elsewhere in Notepad, press Ctrl+V. If the paste works, copy-paste is not dead — the issue is specific to whatever app you were using when you noticed the problem. If the paste does not work, copy-paste is dead system-wide.
Also try the right-click → Copy and right-click → Paste path. If neither keyboard nor context menu works, the clipboard is the cause, not the keyboard.
Step 2: Restart rdpclip
The most common cause of completely dead copy-paste is a stuck rdpclip.exe. This process handles clipboard relay for Remote Desktop, and it can get stuck even on machines that are not currently in an RDP session — a previous RDP session may have left it in a bad state.
Steps:
- Open Task Manager → Details tab.
- Find
rdpclip.exe. If present, right-click → End task. - Open Start → type
rdpclip→ press Enter. (Or runrdpclip.exefrom a command prompt.) - Try
Ctrl+C/Ctrl+Vin Notepad again.
If copy-paste works after restarting rdpclip, the process was the cause. This is a common fix on machines that have ever been in an RDP session, including jump hosts and admin workstations.
Step 3: Restart explorer.exe
The Windows Explorer shell hosts the clipboard listener for some apps. If the shell is frozen, copy-paste can fail across the system.
Steps:
- Open Task Manager → Processes tab.
- Find "Windows Explorer." Right-click → Restart.
- Wait for the taskbar to reappear (5–10 seconds).
- Try
Ctrl+C/Ctrl+Vin Notepad again.
Restarting Explorer is safe; it does not close any open applications. If copy-paste works after restarting Explorer, the shell was the cause.
Step 4: Restart the Clipboard User Service
The Clipboard User Service (cbdhsvc_*) backs the modern clipboard history. If the service has crashed, copy-paste may fail in apps that use the modern clipboard API, though basic Ctrl+C / Ctrl+V should still work in legacy apps. If basic copy-paste is also dead, the service may be holding the clipboard open.
Steps:
- Open Task Manager → Services tab.
- Find
cbdhsvc_*. - Right-click → Restart. If Restart is greyed out, click Start.
- Try
Ctrl+C/Ctrl+Vin Notepad again.
If the service refuses to restart, sign out and sign back in. If it still refuses, the service binary may be corrupt; an in-place repair upgrade (Step 9) is the fix.
Step 5: Check for a locked clipboard
A misbehaving app can hold the clipboard open and not release it, which blocks all other apps from reading or writing. The lock is rare but real, and it is most often caused by a debugger, a screen-capture tool, or an antivirus scanner that is inspecting the clipboard.
Steps:
- Close any running debugger (Visual Studio, WinDbg).
- Close any screen-capture tool (ShareX, Greenshot, Snipping Tool).
- Close any remote-desktop client (mstsc.exe).
- Close any third-party clipboard manager (Ditto, CopyQ, etc.) — quit fully, do not just close the window.
- Try
Ctrl+C/Ctrl+Vin Notepad again.
If copy-paste works after closing one of these, the closed app was holding the lock. Reopen the apps one at a time to identify the culprit.
Step 6: Check for conflicting clipboard managers
Two clipboard managers running simultaneously can produce a state where neither can write to the clipboard, because each is intercepting the other's writes. The result is that copy appears to succeed (the source app's Ctrl+C returns), but paste fails (the target app's Ctrl+V reads an empty clipboard).
Steps:
- Open Task Manager → Details tab.
- Look for multiple clipboard managers:
ditto.exe,copyq.exe,arsclip.exe,clipx.exe, etc. - End task on all of them.
- Try
Ctrl+C/Ctrl+Vin Notepad again.
If copy-paste works after ending the managers, the conflict was the cause. Pick one manager and use only that one.
Step 7: Check antivirus and security software
Some endpoint protection products include a "clipboard protection" feature that can lock the clipboard under certain conditions — for example, when a password manager has just placed a credential on the clipboard, the protection may block all other clipboard access until the credential is cleared. If the protection is misconfigured or its definitions are out of date, it can lock the clipboard permanently.
Steps:
- Open the antivirus or endpoint protection console.
- Look for a "clipboard protection" or "data loss prevention" feature.
- Temporarily disable the feature.
- Try

If copy-paste works with the feature disabled, the antivirus is the cause. Contact the antivirus vendor for a fix; do not leave the feature disabled permanently.
Step 8: Check for malware
Some malware hooks the clipboard to intercept credentials, replace cryptocurrency addresses, or exfiltrate copied data. A poorly-written hook can break the clipboard entirely.
Signs of clipboard malware:
- Pasted content does not match what was copied (especially cryptocurrency addresses).
- Copy-paste works in some apps but not others.
- The clipboard contains content the user did not copy.
- Unfamiliar processes are running in Task Manager.
Steps:
- Run a full scan with Windows Defender (Settings → Privacy & security → Windows Security → Virus & threat protection → Scan options → Full scan).
- If available, run a second scan with a different vendor's offline scanner (Microsoft Safety Scanner, or a vendor rescue disk).
- If malware is found, quarantine and remove it, then restart.
- Try
Ctrl+C/Ctrl+Vin Notepad again.
If malware was the cause, change any credentials that may have been on the clipboard during the infection — banking passwords, email passwords, API keys. Assume the clipboard was being read.
Step 9: In-place repair upgrade
If none of the above steps restore copy-paste, the Windows installation itself is damaged at a level the user cannot repair. The fix is an in-place repair upgrade, which reinstalls Windows components while preserving user data and apps.
Steps:
- Download the Windows 11 installation media (ISO or USB) from Microsoft.
- Mount the ISO or insert the USB.
- Run
setup.exefrom the installation media. - Choose "Keep personal files and apps."
- Follow the prompts. The process takes 30–60 minutes.
After the repair upgrade, copy-paste should work. If it does not, the issue is at the hardware or firmware level — rare, but possible on machines with faulty USB controllers or buggy BIOS.

When to reinstall Windows
If the in-place repair upgrade does not restore copy-paste, the next step is a clean reinstall — back up files, wipe the drive, install Windows from scratch. This is a last resort; before reaching it, contact Microsoft Support or, for corporate machines, IT. There may be a known issue with the specific Windows build or the specific hardware.
Honest positioning

The shelf depends on the same Windows clipboard API as everything else; if Ctrl+C and Ctrl+V are dead, the shelf is also dead. The right fix for completely dead copy-paste is to fix Windows, not to install a third-party clipboard manager. The shelf is a complement to a working clipboard, not a replacement for it.
