Win+V Not Working on Windows 11: 9 Fixes

When Win+V doesn't work on Windows 11, the usual cause is that clipboard history is turned off. Check Settings > System > Clipboard > Clipboard history first. If it's on and Win+V still does nothing, check that the Windows key itself works, restart Windows Explorer and the Clipboard User Service, and look for a policy that blocks clipboard history. The nine fixes below go from quickest to most involved; stop when one works.

Before you start, notice which problem you have:

• Nothing happens at all when you press Win+V: start with fixes 1 to 4.
• The panel opens but is empty or says "Nothing here": see Win+V says "Nothing here", then fixes 5 and 6 here.
• Ctrl+C and Ctrl+V are broken too: the problem is bigger than history. Go to copy and paste completely dead on Windows 11.

Fix 1: Turn clipboard history on

Clipboard history is off until you turn it on.

1. Select Start > Settings > System > Clipboard.
2. Set Clipboard history to On.
3. Copy some text, then press Windows logo key + V.

If the switch is grayed out, skip to fix 6.

Fix 2: Check that the Windows key works

If other Windows shortcuts are dead too, the problem is the key, not the clipboard. Press Win+E (File Explorer) or Win+R (Run) to test.

• Many gaming keyboards have a Windows-key lock that disables the key during games. Check for a lock key or indicator and your keyboard software.
• Keyboard remapping tools, such as PowerToys Keyboard Manager or macro software, can reassign Win+V. Pause them and test again.
• If you use a different keyboard or a laptop's built-in one, try it to rule out hardware.

Fix 3: Test the panel with Win+period

On Windows 11, Win+. (period) opens the same panel as Win+V, on the emoji tab.

• If Win+. opens, the panel works and the problem is clipboard history itself. Continue with fixes 4 and 5.
• If Win+. also fails, the panel is stuck. Restart Windows Explorer (fix 4), and if that doesn't help, sign out and back in or restart the PC.

Some users on Microsoft's Tech Community forum report a stuck panel that blocks the mouse after Win+V; ending the TextInputHost.exe process in Task Manager cleared it, and Windows restarted it automatically.

Fix 4: Restart Windows Explorer

1. Press Ctrl+Shift+Esc to open Task Manager.
2. On the Processes tab, find Windows Explorer.
3. Right-click it and select Restart. The taskbar disappears for a few seconds and comes back.
4. Press Win+V again.

Open apps stay open while Explorer restarts.

Fix 5: Restart the Clipboard User Service

Clipboard history runs as a per-user service. Its service name starts with cbdhsvc_ followed by a suffix unique to your sign-in, and Services lists it as Clipboard User Service_ plus that suffix.

Using Services:

1. Press Win+R, type services.msc and press Enter.
2. Find Clipboard User Service_ followed by letters and numbers.
3. Right-click it and select Restart, or Start if it isn't running.

Using PowerShell (run as administrator):

Get-Service -Name 'cbdhsvc_*'
Get-Service -Name 'cbdhsvc_*' | Restart-Service

Fix 6: Check for a policy that blocks clipboard history

Windows has a policy named Allow Clipboard History. When it's disabled, clipboard history isn't stored and the switch in Settings can't be turned on.

On a work or school PC, this is set by your organization. Ask IT; there's no supported way around it.

On a personal PC, check the registry value the policy uses. Open Command Prompt and run:

reg query "HKLM\SOFTWARE\Policies\Microsoft\Windows\System" /v AllowClipboardHistory

If it returns AllowClipboardHistory with 0x0, history is blocked. On Pro editions, open gpedit.msc, go to Computer Configuration > Administrative Templates > System > OS Policies, and set Allow Clipboard History to Not Configured. On any edition, you can remove the value from an administrator Command Prompt:

reg delete "HKLM\SOFTWARE\Policies\Microsoft\Windows\System" /v AllowClipboardHistory /f

Microsoft says the policy takes effect immediately, so try Win+V again; if the Settings switch still looks locked, sign out and back in. Clipboard history grayed out by organization goes deeper.

Fix 7: Close other clipboard tools

Clipboard managers, remote-access tools and some security software also watch or control the clipboard. Quit them one at a time from the system tray, confirm in Task Manager that they've closed, and test Win+V after each.

Fix 8: Repair system files

Corrupted system files can break clipboard history. Microsoft recommends running DISM first, then System File Checker:

1. Search for Command Prompt, right-click it and select Run as administrator.
2. Run DISM.exe /Online /Cleanup-image /Restorehealth and wait for it to finish.
3. Run sfc /scannow and leave the window open until the scan completes.
4. Restart the PC and test Win+V.

Fix 9: Reinstall Windows while keeping your files

If nothing else works, Windows 11 can reinstall the current version through Windows Update, keeping your apps, files and settings:

1. Select Start > Settings > System > Recovery.
2. Under Fix problems using Windows Update, select Reinstall now.
3. Choose whether to restart automatically after installation, then select OK.

Back up important files first. Before you go this far, it's worth testing a new local user account: if Win+V works there, the problem is in your user profile rather than Windows.

Win+V opens but won't paste into an admin app

FAQ

Why did Win+V stop working after a restart?

Clipboard history clears unpinned items on every restart, so the panel can look empty, but Win+V should still open. If it doesn't open at all after a restart, the Clipboard User Service may not have started; see fix 5.

Does Win+V work in Remote Desktop?

Windows doesn't offer a setting to change it. Third-party clipboard managers use their own hotkeys if you'd rather avoid Win+V altogether.
