Clipboard Broken After a Windows Insider Build? How to Fix It — Edge Drop Guide

A Windows Insider build occasionally breaks Win+V. The symptom is an empty history panel, a panel that crashes on launch, or items that vanish within seconds of being copied. The cause is usually a corrupt clipboard cache that the Insider build wrote in a format the current build cannot read, or a Clipboard User Service state that did not survive the upgrade. Why Insider builds break the clipboard

Insider builds (Canary, Dev, and Beta channels) ship faster than the stabilisation cycle that the retail channel goes through. The clipboard stack touches several components — the Clipboard User Service (cbdhsvc_*), the clipboard experience host (ClipboardExperienceHost.exe), the Windows Shell, and the Win32 clipboard APIs — and any of them can change in a flight. When the on-disk cache format changes, the existing cache is read incorrectly. When the service contract changes, the service may fail to start cleanly after the build installs.

This is expected of pre-release software. The Insider Program's purpose is to find these issues before they reach retail. The fix path is reset, then report, then optionally roll back.

Symptoms

Common symptoms of a corrupt clipboard cache after an Insider upgrade:

  • Win+V shows an empty panel even after copying several items.
  • Win+V panel opens and immediately closes, sometimes after showing a loading spinner.
  • Items appear briefly and vanish within seconds of being copied.
  • The panel shows an error message such as "Clipboard history isn't available right now" or a similar wording.
  • The Clipboard User Service is stuck in a starting or stopping state in services.msc.
  • Pinned items disappear even though pinned items normally survive a restart.

Any of these on a freshly upgraded Insider build points to a cache or service issue, not to the user's configuration.

Step 1: clear the clipboard cache

The first step is the lightest one. Settings → System → Clipboard → Clear clipboard data → Clear. This clears the in-memory clipboard and the on-disk history cache, but leaves the Clipboard User Service running.

If the panel was simply showing stale or corrupt content, this clears it. If the panel was crashing on launch, this step alone usually does not fix it; proceed to step 2.

Step 2: restart the Clipboard User Service

The Clipboard User Service (cbdhsvc_*, with the user suffix varying by user SID) backs Win+V. Restarting it forces a clean reload of the cache.

  • Open Task Manager → Services tab, or open services.msc.
  • Find the service named cbdhsvc_* for the current user.
  • Right-click → Restart. If Restart is greyed out, Stop, then Start.

If the service is stuck in Starting or Stopping, the underlying process needs to be killed. Open Task Manager → Details tab, find ClipboardExperienceHost.exe and svchost.exe hosting the service, end the tasks, then start the service again. This is the step that resolves most post-upgrade breakage.

Step 3: re-register the clipboard experience host

If restarting the service does not help, re-register the clipboard experience host. This is a PowerShell command run as the current user (not elevated, unless the user is the built-in Administrator).

Get-AppxPackage Microsoft.InputApp | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

This re-registers the InputApp package, which includes the clipboard experience host. It does not delete user data; it forces Windows to re-read the manifest and re-register the activation entries. After running this, sign out and sign back in.

Step 4: SFC and DISM

If steps 1–3 do not resolve the issue, run system file checks. Open an elevated PowerShell or cmd prompt.

DISM /Online /Cleanup-Image /RestoreHealth
sfc /scannow

Run DISM first, then SFC. DISM repairs the Windows image that SFC draws from; running SFC first against a corrupt image can report false-healthy results. After both complete, restart the device and re-test Win+V.

Step 5: create a new local user profile

If the issue is profile-specific, creating a new local user profile tests whether the problem is the user's profile or the build itself. Settings → Accounts → Other users → Add account → add a local user with administrator rights. Sign in as that user, enable Win+V, copy a few items, and check whether the panel works.

  • If the new profile works, the original profile's clipboard state is corrupt. Migrating to a new profile is the practical fix, though it is invasive.
  • If the new profile also fails, the build itself is broken. Roll back (step 6) or wait for the next flight.

Creating a new profile is also the cleanest test of whether the problem is build-side or profile-side, which is information Feedback Hub will ask for.

Step 6: roll back the build

If the issue is build-side and the user cannot wait for a fix, roll back to the previous build. Settings → Windows Update → Update history → Uninstall updates. The most recent Insider build appears in the list; uninstall it.

Roll-back is available only for a limited window after the upgrade (typically 10 days, configurable). After the window passes, the previous build's files are removed and roll-back is no longer available. If the window has passed, the user must wait for the next flight or reinstall a stable build from an ISO.

Step 7: file Feedback Hub

Before rolling back, file a Feedback Hub report. The report should include:

  • The build number (Settings → System → About → OS build).
  • The exact symptom (empty panel, crash, vanishing items, etc.).
  • The steps already tried (clear, restart service, re-register, SFC, DISM, new profile).
  • A screen recording of the failure if possible.
  • The diagnostic output from Get-Service cbdhsvc_* and Get-AppxPackage Microsoft.InputApp.

Feedback Hub is the only path by which Insider build bugs reach the engineering team. Without a report, the bug is unlikely to be fixed before retail. Open Feedback Hub from the Start menu, choose the Windows category and the Clipboard subcategory, and attach the diagnostics.

What not to do

  • Do not edit the clipboard cache files directly. The cache lives under %LOCALAPPDATA%\Microsoft\Clipboard and neighbouring paths; deleting or renaming files there can corrupt the state further. Use the Settings → Clear clipboard data path, not the filesystem.
  • Do not invent a registry key to "reset" the clipboard. Microsoft does not document a registry reset for the clipboard cache. Invented keys do not help and can break other things.
  • Do not disable the Clipboard User Service permanently. Disabling the service breaks Win+V entirely. Restarting it is the correct action.
  • Do not assume the Insider Program is broken. Most Insider builds do not break the clipboard. When one does, the fix is reset and report, not abandon the program.

When the Insider path stops being worth it

A user who hits clipboard breakage on multiple Insider builds in a row should consider switching channels. Canary and Dev channels move faster and break more often; Beta and Release Preview channels are more stable. Switching to a slower channel reduces the rate of breakage without leaving the Insider Program entirely.

For a user who has hit breakage twice and needs the clipboard for work, the practical answer is to leave the Insider Program on the daily-driver device and re-join on a secondary device or VM. The Insider Program is a testing program, not a productivity track.

Troubleshooting checklist

  • Clear the clipboard cache from Settings → System → Clipboard.
  • Restart the cbdhsvc_* service in services.msc; kill ClipboardExperienceHost.exe if the service is stuck.
  • Re-register the InputApp package with the PowerShell command above.
  • Run DISM /Online /Cleanup-Image /RestoreHealth then sfc /scannow.
  • Test on a fresh local user profile to isolate profile-side versus build-side issues.
  • Roll back the build if a fix cannot wait for the next flight.
  • File a Feedback Hub report with the build number, symptom, and diagnostics.
