How to Turn Off Windows Suggested Actions — Edge Drop Guide

Copy a phone number on Windows 11 and a slim bar may offer to place a call. Copy a date and it may offer a calendar event. Microsoft calls this Suggested actions. It is not clipboard history. It does not create the 25-item Win+V list. It reads the last copy and proposes an installed app.

For privacy, that still matters. Another feature is inspecting clipboard text. This guide uses Microsoft Support’s “Use suggested actions on your PC,” shows the off switch, and separates the popup from history, sync, and Phone Link.

Official behavior

When the feature is on, Microsoft says suggested actions can appear after copying:

  • A phone number — offer to call with an installed calling app (Support examples include Teams or Skype).
  • A future date or time — offer to create an event in an installed calendar app.

Microsoft also states:

  • Suggestions are curated based on the calling and calendar apps installed.
  • The feature has been described as currently only available in North America on the Support article. If the toggle is missing elsewhere, that can be regional availability.
  • Keyboard: Alt+A focuses the first item, then Tab / Shift+Tab move through options.

It does not claim to fire on every copy. A password, a paragraph, or a file list should not open a call bar. If a random string triggers it, the detector thought the text looked like a number or date.

History is off until enabled. Suggested actions can theoretically appear even when history is off, because they care about the live clipboard, not the 25-item list. Turning history off is not a substitute for this switch.

Unpinned history still clears on restart. Suggested actions have nothing to pin.

How to turn it off

Microsoft Support:

  1. Start > Settings > System > Clipboard.
  2. Set Suggested actions to Off.

Or, from the Suggested actions menu itself: open Settings (or the down arrow if Settings is hidden) and use the same toggle.

There is a deep link on the Support page: ms-settings:clipboard.

No restart is required. Copy a clearly formatted local phone number. The bar should stay away.

If the toggle is missing:

  • Regional availability (Microsoft’s North America note).
  • A Windows edition or policy. Work PCs can hide or force features. School and Work PCs: When Win+V Is Disabled.
  • A build where the control moved. Search Settings for “Suggested actions” before assuming the PC is broken.

Why a privacy pass turns it off

Shoulder surfing. In a café or clinic hallway, a copied number plus a “Call with Teams” bar is a second glance at something that might be a patient or client line. Cloud Clipboard and Travel Wi-Fi: Extra Risk or Noise?.

False confidence. The popup is not a security scan. It does not mean Windows “approved” the copy.

Focus. Some people disable it simply because it steals a click. That is a valid non-privacy reason and still uses the same toggle.

Keep it On only if call-or-calendar from a copy is a daily habit and the PC is personal.

What turning it off does not do

Interaction bugs (workaround, not folklore)

Microsoft Q&A has threads where clipboard history misbehaves while Suggested actions is on. One published workaround was: toggle history off and on, disable Suggested actions, press Win+V, then re-enable Suggested actions. Treat that as a workaround, not a security control. If Win+V is empty after an update, check history first — unpinned items also vanish on restart by design.

Workstations

A clinical or teller PC does not need a call popup on every copied callback number. Turn Suggested actions Off in the image. Document it next to “device sync Off.”

Group Policy and missing toggles

On a managed PC the Suggested actions switch can be absent or grayed out. Microsoft Q&A threads mention looking for a policy related to Suggested actions or “smart clipboard.” There is no supported consumer registry recipe in this article. Ask IT whether the feature is forced on. If it is forced off, the privacy pass is already done.

Home PCs that upgraded through several Windows 11 feature updates sometimes lose the control and later regain it. Search Settings for the words Suggested actions before concluding the build dropped the feature. Regional availability still applies: Microsoft’s Support article has described the experience as limited to North America. A missing popup in another region is often expected.

What a copied date or number still does after the toggle is off

The last copy remains on the live clipboard. Ctrl+V still pastes the number. History, if on, can still store it as one of 25 text items. Device sync, if on, can still upload it. Suggested actions was only the bar that offered to call. Turning the bar off is not a data-deletion step. Use Clear clipboard data when the number should not linger.

A phone number copied from a patient list or a source notebook should not have been copied into an unmanaged history in the first place. The Suggested actions pass is one line on a longer checklist.

How this sits on the Clipboard settings page

The Windows 11 Clipboard page stacks several independent switches. A privacy pass should treat them as a list, not as one blob:

  1. Clipboard history — the 25-item Win+V list. Off until enabled. Text, HTML, bitmap. 4 MB. Unpinned items clear on restart.
  2. Clipboard history across your devices — optional text upload. Off unless the next article’s conditions are met.
  3. Suggested actions — parse last copy for phone/date. Off on shared, travel, and regulated PCs.
  4. Clear clipboard data — wipes unpinned history on the device and, when sync was used, the cloud copy. Pins remain.

Turning off item 3 does not change item 1. People who disable Suggested actions because they “do not want Windows reading the clipboard” should also look at items 2 and 4. The bar was the visible reader. Sync is the quiet one.

Optional local tools

Suggested actions will not drag last week’s screenshot into Explorer. If that is the missing job, a local shelf such as Edge-Drop can do it without offering to place a phone call. That is an optional workflow tool, not a replacement for this toggle. It does not read phone numbers to propose a Teams call, and it should not be installed in place of turning this switch off.
