Screenshot Not in Win+V? Why Clipboard History Is Empty
If your screenshot pastes with Ctrl+V but doesn't show up when you press Win+V, clipboard history is probably turned off. Win+Shift+S copies the screenshot to the clipboard whether or not history is on; history is a separate feature that's off until you enable it. Press Win+V and select Turn on, or go to Settings > System > Clipboard and turn on Clipboard history. Screenshots you take after that will appear in the list.
Two features, two switches

With history off, the clipboard holds only your latest copy. The screenshot pastes fine with Ctrl+V until you copy something else, which replaces it. Win+V has no list to show, so it offers to turn history on instead.
How to turn on clipboard history
- Press Windows logo key + V.
- Select Turn on.
Or:
- Open Settings > System > Clipboard.
- Turn on Clipboard history.

Still not showing after history is on?
The screenshot is too big
Clipboard history keeps items up to 4 MB. A very large capture, such as a full screen on a high-resolution display, can exceed that. It still pastes with Ctrl+V as the live clipboard item but never joins the Win+V list. Why your huge screenshot never appears in Win+V explains the limit. The PC restarted
Clipboard history is cleared on restart, except for pinned items. Pin screenshots you want to keep, or better, keep them as files.
More than 25 copies happened since
History holds up to 25 items. Older unpinned items drop off as new ones arrive.
History is turned off by your organization
On a work or school PC, the Clipboard history switch can be grayed out by policy. Win+Shift+S usually still copies to the live clipboard, but you can't turn history on yourself. See clipboard history grayed out by organization.
Test which part isn't working
- Press Win+Shift+S and capture a small area.
- Open Paint and press Ctrl+V.
- If the screenshot appears, capture works. If Win+V is empty or asks to turn on history, history is the issue: turn it on and capture again.
- If nothing pastes in Paint, the capture itself isn't reaching the clipboard. That's a different problem, covered in Win+Shift+S does nothing.

Your screenshot may already be saved as a file
Snipping Tool saves snips automatically to your Screenshots folder (Pictures > Screenshots) unless you've turned that off in See more (...) > Settings. So even if a screenshot never reached clipboard history, or was replaced by a later copy, check that folder before taking it again. Windows logo key + PrtScn also saves a full-screen capture there. Should you leave clipboard history on?
On a personal PC, history is useful for screenshots and text you want to paste again. It also keeps anything else you copy, including passwords copied by apps that don't exclude themselves. If you share the PC, clear history after sensitive work: open Win+V and select Clear all, or use Settings > System > Clipboard > Clear clipboard data. Leave Clipboard history across your devices off unless you need text to sync between PCs.

Does Win+Shift+S need clipboard history to work?
No. It copies to the clipboard either way. Clipboard history only adds the list of earlier copies you see with Win+V.
Why does my screenshot disappear after I copy something else?
With history off, the clipboard holds one item, and each new copy replaces it. Turn history on, or rely on the auto-saved file in Pictures > Screenshots.
Will turning on clipboard history bring back old screenshots?
No. History only records copies made after it's turned on. Check the Screenshots folder for earlier snips.
