How to Copy Text Out of an Image on Windows

Pixels are not characters until software reads them. Windows 11 can do that on the device with Snipping Tool > Text actions. Microsoft PowerToys adds Text Extractor (default Win+Shift+T) for grabbing text without keeping a screenshot. Both put text on the clipboard. Clipboard history, if on, then stores that text like any other copy.
This guide is the official built-in path first, PowerToys second, and the cases that still need a dedicated OCR or a real document.
Snipping Tool: Text actions (built in)
Microsoft Support documents the sequence after a snip:
- Press Windows logo key + Shift + S or open Snipping Tool and capture a rectangle.
- In the Snipping Tool window, select Text actions.
- Select the words to copy, or use Copy all text.
- Use Quick redact if the snip contains email addresses or phone numbers that should not be copied.
- Paste with Ctrl+V.
Microsoft states that text recognition runs locally on the device.
Confirmed: Text actions exists on current Windows 11 Snipping Tool as documented in the Support article. Some older app versions hid the button; update Snipping Tool from the Microsoft Store if it is missing. Availability can also differ on heavily locked-down PCs.
Not confirmed as universal: a single version number that every Windows 11 SKU ships. If the button is absent after update, use PowerToys or an exported file in another OCR tool.
Capture-bar Text Extractor (newer Snipping Tool)
Microsoft’s Windows Insider blog (April 2025) described a Text Extractor mode on the Snipping Tool capture bar: select a region, copy all text, optionally Remove line breaks or Automatically copy text. That path may already be on some 2026 consumer builds and not on others. If the capture bar shows a text-extractor icon, it is a shortcut around saving a snip. If it does not, Text actions after a normal snip is the Support-documented method.
PowerToys Text Extractor
Microsoft Learn: PowerToys Text Extractor copies text from anywhere on the screen, including inside images or videos. The code is based on Text Grab.
- Install PowerToys from Microsoft’s documented channels.
- Enable Text Extractor in PowerToys settings.
- Press the activation shortcut (default Windows logo key + Shift + T).
- Drag a rectangle over the text.
- The recognized text is saved to the clipboard. Esc cancels.
Microsoft’s own notes:
- Proofread. OCR is imperfect.
- The default language follows Windows language and keyboard settings. Extra OCR language packs can be installed (PowerShell
Language.OCRcapabilities are documented on the same Learn page). - Microsoft recommends Snipping Tool instead of Text Extractor for capturing screenshots. Use Extractor when the job is text, not an image file.
If the overlay says no OCR languages are installed, follow the Learn article’s pack install steps. Do not invent a third-party language hack.
After the text is on the clipboard
Treat it as ordinary text:
- Ctrl+V pastes the last recognition.
- Win+V lists it if history is on and the string is under 4 MB (it will be).
- Unpinned cards vanish at restart. Pin only if the text is non-secret boilerplate.
- Leave cloud sync off if the image contained internal data.

Proofread before sending. Common OCR errors: 0/O, 1/l, missing accents, broken line wraps from a photo of a book. For PDFs that already contain a text layer, select and copy in the reader instead of photographing the screen. That is a different problem: How to Copy From a PDF Without Broken Line Breaks.
When built-in OCR is not enough

Click to Do on Copilot+ PCs can also Copy recognized on-screen text. That feature is hardware-gated. Microsoft’s Click to Do article lists Copy among the text actions. Do not assume it on every Windows 11 PC.
Accuracy habits
- Capture tight around the words. Extra UI chrome confuses OCR.
- Prefer high-contrast, horizontal text. Rotated photos do worse.
- For a table, OCR may return spaces instead of columns. Paste into Excel and use Text to Columns if needed, or retype headers.
- Proofread numbers twice. Invoice totals and serials are where
8/Berrors hurt. - Keep the source screenshot until the ticket is closed, in case a character was misread.
Microsoft’s PowerToys page is explicit: output may not be perfect. Treat OCR as a draft.
Privacy
Screen OCR can see whatever is visible: two-factor codes, health portals, payroll. Prefer Quick redact in Snipping Tool before Copy all text. Do not enable Automatically sync text that I copy after grabbing a badge number.

Ticket-taking example
An installer dialog shows a hex error and a path.
- Win+Shift+S around the message box.
- Text actions > select the error code > copy.
- Paste into the ticket subject.
- Copy all text, paste into the ticket body.
- Quick redact first if the dialog included an email.
- Attach the snip as an image so someone can verify the OCR.
If Text actions is missing, Win+Shift+T (PowerToys) over the same region. Proofread the path slashes; OCR sometimes turns \ into / or 1.
Windows 10 leftover
Do not expect Snipping Tool Text actions on Windows 10. PowerToys Text Extractor can still run on some Windows 10 22H2 PCs, but the OS is out of mainstream support as of October 14, 2025. Migration habits: Clipboard Habits to Learn After Windows 10 End of Support.
Optional clipboard managers do not improve OCR. They only keep the resulting text. Use them if the queue outgrows 25 items; otherwise Win+V is enough. Saving the original snip next to the ticket remains the audit trail when a digit is disputed.
