Tablet + Pencil on Windows: What Handles Clipboard Duty?

A Windows tablet with a pen is a drawing surface that also happens to run the full desktop clipboard. That mismatch is the whole workflow problem. Windows Ink is stroke data. Win+V is a compact, pointer-and-keyboard panel. Microsoft documents clipboard history as 25 text / HTML / bitmap items, 4 MB each, unpinned items cleared on restart. Microsoft also documents that ink-aware apps can copy strokes as Ink Serialized Format and a fortified GIF for non-ink hosts. Those are different payloads. A pencil tap on a 16-pixel Win+V overflow menu is a bad interface.
Design the tablet session around ink in the app, files for pictures, and large hit targets for anything that must be dragged.
Pen versus history, officially
Ink. Learn articles on Windows Ink note that copy/paste of strokes uses ink formats plus a GIF-style fallback so non-ink apps still receive a picture. OneNote, Whiteboard, and some UWP/WinUI canvases participate. Photoshop and Figma are not documented as full ISF round-trip hosts. A paste into those tools is usually a bitmap.
Snipping Tool / Win+Shift+S. Microsoft's Snipping Tool help is the capture path. On a tablet, the snip is often easier than selecting Win+V with a pen. Save the snip if it matters. A snip left only on the live clipboard is one accidental copy away from gone — and it will not be in history if it exceeds 4 MB.
Surface / pen settings. Windows has Pen & Windows Ink settings for shortcuts (button mappings). Those launch apps or screenshots. They do not enlarge clipboard history. Do not invent a secret pen gesture that dumps the last 25 clips.
Figma eyedropper. Official Figma help: sampling colors outside the desktop window is a macOS permission feature and is not currently supported on Figma desktop for Windows or in the browser. On a Windows tablet, pick colors from the file or type hex. Do not expect the pen to eyedrop the whole screen inside Figma.
Hit targets
Tablet UI fails when targets are desktop-sized.

A hover-activated edge shelf assumes a cursor that can dwell in a 3-pixel strip. That is a mouse assumption. On a pure tablet, prefer:
- A tap affordance (taskbar, stylus button, on-screen button)
- Large cards for drag
- Or skip the shelf and use a folder plus the app's Place/Import
Edge-Drop is built around an edge hover. On a Surface in laptop mode with the pen *and* a trackpad, the hover can still work. In tablet mode with only a pen, test before betting a client demo on it. If hover never fires, use Explorer or the app's import. The product is optional either way.

App notes
Photoshop / Fresco. Desktop Photoshop on a tablet is the same export/paste model as on a PC. Best Clipboard Setup for Photoshop Users. Fresco is a separate Adobe app with its own documented cloud and export paths — do not assume Fresco clips appear in Win+V as layered objects. Export PNG, then place.
Affinity. New from Clipboard is useful for a snip that should become a document. Paste Special is Windows desktop. Affinity Photo and Designer on Windows: Paste Notes.

OneNote / Whiteboard. Keep ink there. Copy a selection only to share a picture of the board. The board file is the source.
PDF guidelines. Annotate in the reader and save. Do not copy pages into history. Brand Guidelines PDFs Do Not Belong in History.
A tablet capture loop that does not leak
- Draw in the native app
- Export or Save (named file in the project folder)
- If a teammate needs a peek, snip or Copy Frame / Copy as PNG once
- Do not pin client ink
- Clear unpinned history when the slate goes back in the bag — cafe tables are shared spaces. Working From Cafés: A Tight Clipboard Policy
Cloud clipboard sync should stay off on a travel tablet. Microsoft syncs text across devices on the account. A tablet that also does personal mail should not upload studio strings.
Keyboard still wins some jobs
Fold the Type Cover or Bluetooth keyboard when hex strings and CSS are the task. Win+V plus arrow keys is faster than a pen on a list of 25 text clips. Keyboard-First vs Pointer-First Productivity. Checklist
- Ink stays in an ink app or is exported as a file
- Snips that matter are saved
- Win+V is for short text when a keyboard is present
- Hover shelves are tested in tablet mode before a demo
- Figma screen eyedropper is not assumed on Windows
- Sync off; history cleared in transit
- Brand PDFs remain files
Worked example: café markup of a PDF spec
- Open the spec in Edge or Acrobat
- Ink comments with the pen; save the PDF
- Snip two details that need a ticket, save as
spec-nav.pngandspec-type.pngin the project folder - Type the ticket titles with the Type Cover; paste paths, not bitmaps, if possible
- Do not pin the snips
- Before packing up: Clear clipboard data; lock the device
If the café session is painting in Fresco or Photoshop, export before the tablet sleeps. Sleep plus an unsaved bitmap clipboard is how afternoon work vanishes.
Troubleshooting

The pencil writes. The clipboard carries small leftovers. A Windows tablet can do both if the session does not pretend they are the same gesture.
Windows limits in tablet mode
The same 25 / 4 MB / restart rules apply. They are harder to manage with a pen because Win+V hit targets are small and hover shelves may not open without a cursor dwell.
Save snips as files. Keep ink in OneNote, Whiteboard, or the drawing app. Export before the tablet sleeps. Turn clipboard sync off on a travel device. Cafe tables and client lobbies are shared spaces; leftover bitmaps of a product spec are a leak. Working From Cafes: A Tight Clipboard Policy is the same hygiene with a different chair.
If the tablet is a Surface that docks at a desk, treat docked time as the component-and-export session and undocked time as capture and markup. Do not try to do a full Figma library publish with only a pen. The Type Cover exists because text and precise clicks still matter. Pair the pencil with a keyboard when hex strings and file names are the job.
