Local-Only Clipboard Managers for Windows 11 in 2026 (No Account, No Sync)
Local-only clipboard managers for Windows 11 in 2026 should mean: no account, no vendor sync, history on this PC’s disk. It does not mean Microsoft’s Clipboard history across your devices toggle is off. That switch can still upload text while every third-party app is honest. Turn it off first. This is a buyer checklist, not a fake top-10. Edge Drop is one example (Apache-2.0 hover shelf, hover or Alt+C, OLE drag-out, Store 9P3JMHN9M4NR, GitHub Deepender25/Edge-Drop). After Microsoft retired Edge Drop the browser feature in Edge 152 (152.0.4191.53, 27 August 2026), the Store shelf is still the other meaning of the name. It does not sync like the OneDrive pane did.
Buyer checklist (fail any row, skip the download)
- Publisher + LICENSE + repo you can open before install. Store badge ≠ audit. OSS on the Microsoft Store.
- No mandatory login. If the first-run wizard wants Google/Microsoft/email for “sync your clips,” it is not local-only. Optional cloud behind a named toggle can still be acceptable if default is off and you leave it off.
- Data path on disk.
%AppData%or a documented folder. You should be able to delete it. - Microsoft sync is separate. Settings → System → Clipboard → devices / automatic text sync Off. History itself may stay on (25 / 4 MB / text-HTML-bitmap).
- LAN is not “no network.” Ditto Friends is a local port, not OneDrive. Disable it if you do not want a listener. CopyQ can sync if you configure it; default should be local.
- Pause / ignore secrets. Incognito, window ignore, or honor of Microsoft exclusion formats. Not perfect. Password managers still win. Pause clipboard capture.
- One recorder. Two managers plus Win+V triplicate passwords.
- Uninstall test. Does the DB leave the disk? Wipe before a sale. Wipe clipboard data.
- RAM honesty. Native tray apps (Ditto) are light. Electron shelves (Edge Drop) often sit ~130–160 MB. If that is a veto, do not buy the metaphor.

If a landing page will not answer account, cloud, license, and data path, do not install a clipboard reader.
Examples (jobs, not ranks)
Win+V (built-in). No extra process. 25 items, 4 MB, text/HTML/bitmap, unpinned clear on restart, pins stay. Optional Microsoft text sync is the trap. Leave it off and this is local enough for many people.

CopyQ (GPL). Scripts, tabs, ignore rules, cross-platform. Power users. Not a shelf. Network off unless you build it.
Edge Drop (Apache-2.0). Local hover shelf, files and images, OLE drag-out, incognito pause, Store + GitHub, no account. Does not sync to your phone. After Microsoft killed Edge Drop.
EcoPaste and similar. Check the current LICENSE and whether any analytics/update ping exists. Do not copy a 2024 blog’s “100% offline” line without looking.
Closed-source tools with a “Pro cloud” tier can be local if you never sign in. Read the settings. ClipboardFusion’s sync is a known extra; leave it off or skip the product if policy forbids it.
When Edge Drop fits — and when it does not
Fits when the job is a local Windows shelf with no account: hover or Alt+C, mixed cards, OLE drag-out, incognito pause. Apache-2.0. Disk on this PC.
Does not fit when 25 text/HTML/bitmap cards are enough (Win+V, sync off), when you need a tiny search list (Ditto), when you need scripts (CopyQ), when policy forbids Electron, or when you wanted Microsoft’s phone Drop thread. Local is not encrypted-at-rest unless the app says so. Local is not “malware with your user token cannot read the DB.”
Edge Drop uses Windows DPAPI / safeStorage for history in the project’s notes; that is OS user-bound, not a second password. Other apps may store SQLite in the clear.
Caveats this list will not hide
- Malware with your user token can still read a “local” DB.
- Screenshots of secrets are bitmaps. Win+V will keep them if they fit 4 MB.
- “No telemetry” is a claim. Optional audit: how to audit whether a clipboard app talks to the network.
- Ditto Friends is LAN, not “no network.”
- Microsoft sync is still there if you never opened Settings.
- Two recorders duplicate everything, including the secret you paused in only one app.
Buyer checklist (print this)
- No account required to capture history.
- Cloud sync is off, absent, or a clearly labeled optional paid extra.
- LICENSE or publisher you can name (Apache-2.0, GPL, MIT, or a company with a privacy page on HTTPS).
- Data path documented (
%AppData%, package folder, or portable next to the EXE). - Ignore/pause for password managers — or you accept wiping after secrets.
- You can uninstall without leaving a mystery service.
- Microsoft Clipboard history across your devices is Off.
- Only one third-party watcher.
Travel Wi-Fi does not make a local DB upload itself. It does make a forgotten Microsoft sync toggle more expensive. Cloud clipboard and travel Wi-Fi.
Portable zip builds (Ditto especially) still write a database next to the EXE or in %AppData%. Portable is not “no disk.” It is “you chose the folder.” Wipe that folder before you hand the USB stick to someone else.
Update pings are not clip sync. An app can be local-only for history and still check GitHub for a new tag. If your threat model forbids any network from a clipboard process, audit it; do not treat a README adjective as a packet capture. How to audit whether a clipboard app talks to the network.
Work laptops may disable Win+V by policy. A local third-party shelf can still be forbidden by the same policy. Local-only is not a bypass of MDM. School and work PCs. If the job is allowed, still leave Microsoft text sync off. Policy that permits a local historian is not permission to upload text to other devices.
Soft CTA
If the job is a local Windows shelf with no account: edgedrop.app. If the job is a tiny search list: Ditto. If 25 cards are enough: Win+V with sync off.
FAQ
Is Win+V local-only? The list on disk is local. The devices toggle is Microsoft cloud for text. Two different switches. History is still 25 / 4 MB / text-HTML-bitmap.
Does Edge Drop sync like Microsoft Drop did? No. No OneDrive thread. Different product. Edge 152 retired the browser pane; it did not turn the Store shelf into a cloud client.
Is Ditto Store still local? Yes in the no-account sense. Data lives in the package folder. Friends is LAN, not a vendor cloud. The Store build is still GPL.
Is “no telemetry” the same as local-only? No. Local-only is about accounts and clip sync. An update check is a different question. Audit the network if that distinction matters to you.
